Music tuition in Scottish schools has been offered by two organizations located in every Local Authority: IMS, entioned above, and Youth Music Initiative（YMI）. Children and young people can take individual or group music lessons during or after classes, mostly free of charge. Music-tuition classes benefit those who take music courses where performing skills in two musical instruments, or one instrument and vocal, are prescribed in curriculum. They also help those who wish to sit for the National Qualification examinations in music, for a course completion and for admittance to higher education. However, the Scottish Authority’s view on music tuition is that it is an additional and discretionary service by instructors, not a part of the standard educational curriculum delivered by teachers. This structural nconsistency has allowed the Scottish Authority to leave the whole decision-making process to local authorities, resulting in the reluctant budget-cuts.
