| 内容記述 | 要旨 本研究では、韓国における校長の任用制度について、法令的規定や政策動向について調べ、校長職の資格及び任用の制度的特徴を明らかにすることを目的とする。その際、校長任用制度の中で昇進任用制を中心に取り上げる。韓国では、校長の資格と資格認定基準が初・中等教育法、教育公務員法及び教員資格検定令に定められている。その規定によると、教職経験が重視され、校長資格研修プログラムの履修が義務づけられている。校長の昇進任用システムは、国レベルで体系化・具体化された基準によって管理されており、経歴評定、勤務成績評定、研修成績評定などの多角的な視点から校長としての資質能力が評価されている。長年の教育及び教育行政経験が経歴として反映され、教育者としての品性及び使命感、教育活動支援・教員支援・行政及び事務管理に関する専門性が重視されている。また、研修や研究活動、大学院レベルの再教育を通して継続的に職能成長を図ることが求められている。 |

| 内容記述 | Abstract The purpose of this study is to find characteristics of the principal’s qualification and appointment system in South Korea. For this, we have investigated the legal regulations and recent policies concerning the principal’s qualification and appointment. We have especially focused on the promotional appointment pathway in the principal appointment system. The qualification criteria of principals are described in Elementary/Middle School Education Law, Education Official Law, and School Teacher Qualification Act in South Korea. These regulations emphasize the teaching experiences and mandate to take the qualification training program prior to the principal appointment. The promotional principal appointment pathway is managed at the national level according to its systemized/detailed criteria. It evaluates candidate’s qualification/ability in multiple aspects including carrier, performance record, training score, etc. It emphasizes the abundant experience as an educator or education administrator. It also highlights sound and sincere characters as an educator including professionalism for education activity support, teacher support, and administration/office management. In addition, it pursues the improvement of characters and abilities through training, research, and re-education at graduate school level. |
